Deborah handles complex contract disputes and other matters for clients spanning many industries, including technology, financial services, insurance, public utility, healthcare, and major law firms. She represents both companies and individuals in litigation, compliance matters, and government or internal investigations pertaining to the securities laws, the False Claims Act, and other laws governing transactions which directly or indirectly implicate the public sector. Deborah also works with technology companies to develop and monitor internal programs to ensure E-Rate compliance.
Deborah views teamwork with clients as essential; she works to understand their business concerns as well as the legal issues they face. A client who has worked with Deborah for many years remarks that Deborah provides “balanced, reasonable, fact-based advice around not just the purely ‘legal’ elements of the program, but also around how to most effectively drive sales and marketing campaigns with practical controls. Provided advice and counsel to a major health care system in a dispute with its health insurance provider regarding whether a newly introduced insurance product, as designed and marketed, complied with the parties’ contracts and the law.
Represented a global technology company in litigation arising from alleged problems with a multimillion-dollar computer installation.
Represented a global technology company in Texas state court litigation arising out of our client’s membership in a consortium formed to complete a federally funded project. Other consortium members claimed they were denied payment due to alleged wrongdoing by our client. We filed a motion for summary judgment, the trial court granted it from the bench in May 2014, and the Texas Court of Appeals affirmed in January 2016. The Texas Supreme Court denied plaintiffs' petition for review.
Represented a major insurer, a longstanding Conrad O’Brien client, in class actions arising out of an alleged failure to provide insurance discounts mandated under state law.
Represented another major insurer and an affiliated broker-dealer in litigation involving ERISA, fraud, and other claims arising from the sale of insurance products to fund employee welfare benefit plans.
Represented a physician in a multifaceted investigation under federal regulations governing research integrity.
Represented a small business in litigation after a promised acquisition fell through.
When she’s not working, Deborah loves to travel and spends as much time as possible outdoors, backpacking, hiking, skiing, rock climbing, or riding her bike. She is certified as a Wilderness First Responder by the National Outdoor Leadership School’s Wilderness Medicine Institute.
